On April 12, 1984, Jessica Lee Sterling Hatch was found deceased on Rt. 721, later named Watkins Road, approximately one-half-mile north of Dogwood Trail Road in Rockville, Virginia. Jessica, who was 12 years old, was last seen near 862 N. Sheppard Street in the City of Richmond on February 5, 1984. Jessica was walking from her residence at 3208 Hanover Avenue to her grandmother’s residence in the 2900 block of W.
