The Code of Virginia requires that a dealer purchasing precious metals or gems from the public must obtain a permit.
All applicants must appear in person with a completed and notarized precious metal gems dealer application (PDF) and must present a valid photo I.D. with application at the Sheriff’s Office located at:

To apply for an initial permit or renewal please:
Submit a check or money order made payable to the Treasurer, Hanover County in the amount of $200 (non-refundable) to the Hanover County Treasurer's Office and submit receipt with application.
Submit written evidence from local or state weights and measures officials approving all weighing devices used by the applicant.
Submit a copy of a surety bond in the amount of $10,000 or provide a letter of credit issued for the same amount.
Upon receipt of your application, a criminal background investigation will be completed in accordance with Virginia State Code. All applicants are required to be fingerprinted and photographed.
Applications and fingerprinting will only be received and/or conducted Monday through Friday (not including holidays) between 8:30 a.m. and 11:30 a.m. and 1 p.m. to 3:30 p.m.
SPECIAL ANNOUNCEMENT - As a precautionary measure due to the COVID-19 coronavirus and to maintain the health and safety of all, the Sheriff’s Office will offer fingerprinting services and the processing of Solicitor’s and Precious Metals Permits by appointment only beginning August 18, 2020.
